It sounds like a simple question, but it is where a lot of sourcing decisions go wrong. Many buyers rely on incomplete information about where a power cord was made, then run into problems when compliance documentation gets reviewed. Compliance isn’t just about where something is assembled or manufactured. Here is what determines it.
What Is TAA Compliance for Power Cords?
TAA compliance is based on the Trade Agreements Act (TAA), a U.S. law that governs what products the federal government is allowed to buy. It ensures that government agencies only purchase goods that are either:

Made or "substantially transformed" in the United States, or
-
Made or "substantially transformed" in an approved designated country"
TAA only applies above a dollar threshold, currently $174,000 for most federal agency supply purchases as of 2026. That figure is reset by the U.S. Trade Representative every two years, so verify the current number in FAR 25.402. However, TAA applies to GSA Schedules at the contract level so even a $10 power cord purchase must be TAA-compliant.
TAA is frequently confused with the Buy American Act, but they are different laws with different tests. The Buy American Act measures the percentage of a product's component cost that is domestic. TAA has no content percentage at all. What matters is the country where the product was last substantially transformed, and foreign components are acceptable as long as that transformation happens in the U.S. or a designated country.
That is also why "Made in the USA" and "TAA compliant" are not the same standard. "Made in the USA" is an FTC standard that requires all or virtually all of a product to be of U.S. origin. TAA accepts products substantially transformed in any of roughly 120 designated countries. A Made-in-USA product is always TAA-compliant, but many TAA-compliant products are imported. Designated countries include members of the WTO Government Procurement Agreement and U.S. free trade agreement partners. Taiwan, for example, is a designated country, while China is not.
Bundling raises its own question. When a server ships with a power cord, the server is the end product, and origin is judged on the server. Not every component inside it has to come from a designated country, as long as the server itself is substantially transformed in the U.S. or a designated country. The exception is when the cord is sold as its own line item or SKU, including on a GSA Schedule. Then it has to qualify on its own.
With USA-manufactured cords, origin is straightforward because the cord is built and transformed domestically and is easy to document in an audit. The same applies to cords transformed in a designated country.
Where the Transformation Happens Is What Counts
Whether a power cord is molded or assembled, TAA compliance comes down to where the cord was substantially transformed.
For molded cords, the molding process integrates the plug or connector permanently onto the cable during manufacturing. It's a significant step, but U.S. Customs and Border Protection (CBP) evaluates the manufacturing process as a whole when determining where the finished cord was substantially transformed.
U.S. CBP rulings generally treat the cable as the "essential character" component of a finished cord. Where the finished insulated cable was made is typically the most significant factor in determining country of origin for a power cord or cable for TAA compliance, though CBP applies a name, character, and use test case by case rather than a single-factor rule.
This means molding U.S. connectors onto imported cable generally does not change the cord's origin.
The same is true for assembled cords. Many high-demand products, including IEC 60309 pin-and-sleeve cords used heavily in data centers, are assembled rather than molded. These are TAA-compliant when the substantial transformation occurs in the U.S. or a designated country and is properly documented.

Does a power cord have to be made in the USA to be TAA compliant?
No. This is the most common misunderstanding. A cord is TAA compliant if it is made or substantially transformed in the United States or in a TAA-designated country. Many countries qualify as designated countries, so "Made in the USA" and "TAA-compliant" are not the same thing. The Buy American Act, a separate law, is the one concerned with domestic content percentages.
Does molding a power cord in the USA make it TAA compliant?

It depends on what is being assembled. Attaching connectors to a finished, imported cable is generally not a substantial transformation, so the cable keeps its original origin. An assembled cord built on cable manufactured in the U.S. or a designated country is fully compliant. Molded or assembled matters far less than where the cable was made and where the cord was transformed.
